Two states are left out of the Estimated view even though their estimates are among the 25 largest: North Dakota in 2012 and Vermont in 2024. In both, the estimate shows a shift toward the Democrats, but the 95 percent range is wide enough that its far end shows a shift toward the Republicans. Because we can’t say which way those states shifted, they aren’t shown.
